State Level Committees
Every state or Union Territory shall have a Steering Committee and a Management Committee for executing certain functions and powers under this Act in coordination with the Compensatory Afforestation Fund Management and Planning Authority (CAMPA)

State Level Steering Committee
Composition of the state Level Steering Committee
The state Level Steering Committee consists of the following members:

Powers and Functions of the State Level Steering Committee
The Steering Committee shall:
- Facilitate and be responsible for policy decisions of the state government regarding matters under this Act
- Ensure inter-departmental coordination
- Take steps for grant of special sanction for procurement
- Accord concurrence to the Annual Plan of Operation (APO)
The Steering Committee shall meet at least once in six months.

The state Level Management Committee consists of the following members:

Powers and Functions of the state Level Management Committee
- Preparation of the Annual Plan of Operation (APO) of the state for various activities in conformity with the directions for receipt of funds from the CAMPA
- Submission of the APO to the CAMPA after obtaining concurrence of the Steering Committee for the release of funds, providing a break-up of the proposed activities and estimated costs. The APO may include the expenditure on overhead and contingency expenses up to a maximum of 2% of the total annual expenditure
- Qualitative and quantitative supervision of the works being implemented in the state out of the funds released from the CAMPA. It shall also be responsible for proper auditing of both receipt and expenditure of funds.
- Development of the code for maintenance of the account at the implementing agency level
- Submission of reports or clarification to the CAMPA
The mechanism for receipt and disbursement of funds by the state Management Committee shall be decided by the CAMPA in consultation with the states or Union Territories concerned.
