Monitoring Cell

 

The Monitoring Cell of the Forest Conservation Division of the Ministry of Environment and Forests has been set up under the Act. The Director (Forest Conservation) heads the Monitoring Cell. The state/UT governments are required to submit quarterly progress reports to the Monitoring Cell, regarding the implementation of the stipulations laid down by the central government while granting approval to a project. This is of particular relevance to compensatory afforestation and the conditions laid down in this regard. The future clearances of projects of state/UT governments depends upon the fulfillment of such stipulations and the achievements in compensatory afforestation.

The Monitoring Cell also monitors the time taken by the authorities in processing the case at different levels of the state government (as well as at the level of the central government).

Along with the quarterly progress report, a statement in tabular form should also be submitted which provides the status of the total number of proposals made in the state.

Under the guidelines issued under this Act by the MoEF, the format for such statement is given as:

a)    Name of state
b)    Total number of proposals submitted since 1980
c)    Number of proposals finally approved
d)    Number of proposals given Stage I approval
e)    Number of proposals rejected
f)     Number of proposals withdrawn by the state government
g)    Number of proposals closed for want of information
h)    Number of proposals pending with the central government
i)     Number of proposals pending with the state government for want of information
j)     Remarks
