The Central Government relies on several authorities and persons for carrying out its functions and objectives. Here is more information about them and their functions:

Appointment

The Central Government can appoint officers and give them certain designations, entrusting them with certain powers and functions under the Act for the purpose of carrying out the provisions of the Act.

Section 4.1

Reporting

The officers who are appointed in this manner are subject to the general control and direction of the Central Government. They are also under the control and direction of any other officer or authority/authorities set up by the Central Government.

Section 4.2

Implement functions of the Central Government

In accordance with the provisions of the Act, any person empowered by the Central Government, shall have the power to enter any place at all reasonable times with the assistance that he considers necessary for the following purposes:

Take samples

An officer empowered to take samples of air, water, soil or any other substance from any factory, premises or place in such manner as may be prescribed for the purpose of analysis. Click here to see the manner in which the sample is taken.

Section 11.1

Furnish reports

The Central Government may require any person, officer, State Government or other authority to furnish to it or any prescribed authority or officer any reports, returns, statistics, accounts and other information and such person, officer, State Government or other authority shall be bound to do so.
