The notification states that all category A projects require prior environmental clearance from the concerned regulatory authority, referred to as the Central Government in the Ministry of Environment and Forests. As per the manner in which the implementation of the EIA notification 1994 took place and which is now extended to the 2006 notification, it is the Impact Assessment Division of the MOEF scrutinizes all applications for environmental clearance of Category A projects. It coordinates the meetings of all Central Expert Appraisal Committees. This division takes decisions on the grant of environmental clearance to projects.
