Expert Appraisal Committee (EAC) at the Central level

The Expert Appraisal Committee (EAC) is constituted by the Central Government for the purposes of this notification. The Ministry of Environment and Forests grants prior environmental clearances to projects or activities under Category ‘A’ on recommendations of the EAC. The EAC shall scope and appraise projects or activities categorized under Category ‘A’.

Composition of EAC
The composition of the EAC shall be as given in Appendix VI

Functioning of the EAC:

The authorized members of the EAC may inspect any site(s) connected with the project or activity in respect of which the prior environmental clearance is sought, for the purpose of scoping or appraisal, with prior notice of at least seven days to the applicant, who shall provide necessary facilities for inspection.

The EAC functions on the principle of collective responsibility. The Chairperson will attempt to reach a consensus in each case, and if consensus cannot be reached, the view of the majority is to prevail.

The EAC meets at least once every month.

The EAC is to be reconstituted after every three years.
