The District Magistrate or his or her representative not below the rank of an Additional District Magistrate assisted by a representative of SPCB or UTPCC, is given the task of supervising and presiding over the entire public hearing process. The minutes of Public hearing have to be signed by the DM or his/her representative.
One copy of the draft EIA and summary EIA report are sent to the DM’s office before the Public Hearing. The postponement of the public hearing after it is announced can be done only on recommendation of the DM, a fresh date, time and venue for the public hearing can then be issued only in consultation with the DM.
